The second question I'm much less certain about, but I believe one would respawn in the past were they to die, mainly because, unlike the nether and end, according to an old comment I remember from a dev, the past will not have any exclusive mob or resource that you cannot get in the overworld. The only thing it really changes is the biomes and mobs, it's mainly a setting change. It also requires much more work to get to compared to the end and the nether, it would be simply inconvenient and unnecessary to be sent back to the overworld every time you died, especially given the past will be a place you either spend all or a lot of your time, or barely any at all. Because it's just a setting change as far as I'm concerned. The developers have been and will be putting a lot of time and effort into this new dimension for us to explore, live in and enjoy, respawning back in the over world would hinder this a little. So based on this logic, I think that you would despawn in the past.

I don't actually know the answers for certain.

But I'd recon the time machine would be a two way platform, like the portal to the nether.

So based on this logic, I think that you would respawn in the past.
